As a provision of the Americans with Disabilities Act, the U.S. federal government established a fund to give individuals with hearing loss access to captioned telephone service at no cost. This captioning service is funded using surcharges on all telephone bills. If you’ve paid a phone bill, you’ve already contributed.
The captioning is done using a live captioning agent who hears what your callers are saying and uses both voice-recognition technology and manual corrections to turn the audio into captions. This combination of technology and human involvement makes sure we are providing the most accurate captions possible. We follow strict privacy regulations and none of your conversation is recorded.

How is CaptionCall FREE?
FEDERAL LAW PROHIBITS ANYONE BUT REGISTERED USERS WITH HEARING LOSS FROM USING INTERNET PROTOCOL (IP) CAPTIONED TELEPHONES WITH THE CAPTIONS TURNED ON. IP Captioned Telephone Service may use a live operator. The operator generates captions of what the other party to the call says. These captions are then sent to your phone. There is a cost for each minute of captions generated, paid from a federally administered fund. No costs are passed along to individuals who qualify for the service.
